Haiti Security Crisis Deepens After Top Official Kidnapped in Capital
According to reports, James Boyard, who serves as the defence minister’s chief of staff and also holds the position of inspector general of the national police, was seized on Thursday in the capital.
Sources cited by international news agencies confirmed the kidnapping, with some reports adding that Boyard’s wife and six-year-old daughter were also taken. A ransom demand has reportedly been made, according to individuals familiar with the case.
Boyard is described as a respected security professional and works closely with Mario Andrésol, who was appointed earlier this year. His role included supporting efforts to rebuild Haiti’s security institutions.
Security analysts, as cited in reports, say kidnappings are increasingly occurring even in parts of Port-au-Prince that were previously considered relatively safe. They also note that armed groups appear to be targeting public officials and individuals with dual nationality, potentially to increase ransom payments or deter state action in gang-controlled areas where hostages are held.
Experts warn that the incident underscores the worsening security situation in Haiti, where kidnapping has become a persistent tool used by armed gangs to exert influence and generate income.
